According to Foreign Policy magazine, the "Powell Doctrine" of overwhelming force has been supplanted by the "Petraeus Doctrine," which recognizes the primacy of the civilian and the protection of non-combatants. Questions for General Petraeus will include:
What is the ethical basis of the Petraeus Doctrine and how is the Doctrine promoting accountability?
What are the possibilities and limitations of the Doctrine in the conflicts of the future?
Is there a new approach to war that recognizes the primacy of the civilian and the protection of non-combatants?
Is the Powell Doctrine of overwhelming force still operative? How has it been supplanted or amended in recent conflicts?"
